What would you do when there's 5 mph speed limit?

I have always assumed that the speed limit was there for the worst possible driver and used it as a guide, so as to travel 1 1/2 times what ever is posted and double that in a hurry. So if the road is that bad, I guess I would put it in 4 wheel drive and try for 8-10 mph.
